Jackknife and Rollover Accidents: Common Causes on PA Interstates
I am Sean Quinlan. Jackknife and rollover crashes frighten people because they look like acts of nature — a trailer swinging across three lanes, a tanker on its side on a ramp. They are almost never acts of nature. They are the predictable result of speed, load, brakes, or training, and the investigation usually shows which.
I have written a general piece on tractor-trailer jackknife accidents. Here I want to go deeper into causation and the specific Pennsylvania corridors where these crashes concentrate.
What a jackknife actually is
A jackknife occurs when the tractor and trailer lose angular alignment — the trailer rotates around the fifth wheel until the unit folds. Mechanically, it comes from a loss of traction at the wrong axle group:
- Trailer wheel lockup from over-braking, especially with a light or empty trailer, allows the trailer to swing.
- Drive axle lockup causes tractor rotation and is common in downhill braking situations.
- Improper brake balance between tractor and trailer, or out-of-adjustment brakes on one axle group, produces uneven deceleration.
- Sudden steering input at speed, typically an evasive maneuver that a trained driver would not have needed to make.
Brake condition is central. Out-of-adjustment brakes remain among the most frequently cited serious violations in roadside inspections. Brake system requirements are in 49 CFR Part 393, and the obligation to inspect, repair, and take defective equipment out of service is in 49 CFR Part 396. A jackknife on a wet grade with a documented history of deferred brake work is a maintenance case, not a weather case.
What causes rollovers
Rollovers are a center-of-gravity problem. A loaded tractor-trailer has a high center of gravity and a low rollover threshold — far lower than drivers intuitively expect. The recurring contributors:
- Ramp and curve speed. Advisory speeds on cloverleaf and connector ramps are set for passenger cars. A truck entering at even modestly higher speed can exceed its rollover threshold.
- Improper loading. A load that is top-heavy, unbalanced side to side, or unsecured shifts during cornering. Cargo securement rules are federal, and where a third-party facility loaded and sealed the trailer, that facility may bear responsibility.
- Liquid surge in tankers. A partially filled tank behaves nothing like a solid load; the fluid mass moves and can push a unit over.
- Steering correction after a drop-off. A wheel leaving the pavement, followed by an abrupt correction, is a classic rollover sequence and is aggravated by fatigue.
- Wind and terrain. High-profile trailers on exposed ridge crossings are vulnerable, and a driver who proceeded through a posted wind advisory made a choice.
Proving the case
The reconstruction starts with the ECM: speed, throttle, and brake application in the seconds before loss of control, plus hard-braking history. Add the ELD to establish duty status and cumulative driving time, because fatigue degrades exactly the correction skills these events demand. Then obtain the maintenance file and the driver vehicle inspection reports for the specific units, brake stroke measurements from any post-crash inspection, the bill of lading and load securement documentation, weight tickets, and any state police commercial vehicle enforcement report. Scene evidence — tire marks, yaw marks, gouges, and the final rest positions — allows an accident reconstructionist to work backward to entry speed. Where these crashes happen in Pennsylvania
Terrain drives the pattern. Long descending grades and mountain crossings dominate: I-80 through the Poconos, where winter conditions and grade combine, and the I-81 truck corridor, where heavy freight volume meets rolling terrain. In the southeast, the constrained geometry and tight curvature of the Schuylkill Expressway produce jackknifes in sudden-stop traffic rather than on grades, and I-95 through Philadelphia generates the same pattern.

Fault and deadlines
Expect the defense to argue that a following or adjacent motorist contributed by speed or position. Under 42 Pa.C.S. § 7102, you may still recover if your share of fault is not greater than the defendants', with damages reduced accordingly. The limitations period is generally two years under 42 Pa.C.S. § 5524, and if roadway design, signage, or maintenance by a government entity is implicated — a real possibility on ramps and grades — a written notice is generally required within six months under 42 Pa.C.S. § 5522.
What to do next
One concrete action: if the crash happened on a grade, a ramp, or in winter conditions, tell your lawyer to request the carrier's brake maintenance records and any post-crash brake inspection measurements specifically. Brake stroke measurements taken by enforcement after a jackknife are objective, they are time-sensitive, and they frequently decide the case.
The winter operations question
Federal rules require extreme caution when hazardous conditions adversely affect visibility or traction, including reduced speed, and require that operation be discontinued when conditions become sufficiently dangerous. That standard matters enormously in Pennsylvania, where jackknife clusters track snow and ice events on the mountain corridors.
So the question in a winter case is not whether the road was slick. It is what the carrier and driver did about it. Did dispatch know a winter storm warning was in effect? Did the carrier have a foul-weather policy, and was it followed? Were commercial vehicle restrictions or speed reductions in place on that corridor at that hour? Dispatch messaging, weather data for the segment, and any posted restriction record answer those questions, and a carrier that kept a schedule through a warning has made the case for the plaintiff.
Secondary collisions
A jackknifed trailer lying across travel lanes creates a second crash sequence, and many of the people I represent were never touched by the truck itself — they struck the trailer, or were struck by a vehicle that did. Those claims are governed by the same liability analysis, with an added focus on warning: whether hazard lights were operating, whether reflective conspicuity tape met federal requirements, whether warning devices were deployed as required, and how much time elapsed before the roadway was protected. In darkness or fog, a dark unlit trailer across the lanes is functionally invisible until it is too late, and that failure belongs to the carrier.
